Naval Reserve Professional Development Center

The mission of the Naval Reserve Professional Development Center (NAVRESPRODEVCEN) is to train Full Time Support and Drilling Reserve personnel in all areas of Navy Reserve Force activities, administration and leadership.

History

1975 ~ Established as the Naval Reserve Force Detachment Management School. School designed largely as Yeoman/Personnelman Full-Time Support Refresher School as well as a two-week Indoctrination Course for Advanced Pay Grade (APG) personnel.

1979 ~ Management School was established as DET ONE under Naval Reserve Support Office (NAVRESUPPOFF).

1983 ~ NAVRESUPPOFF disestablished following Inspector General (IG) report: Request submitted to Commander, Naval Reserve Force (COMNAVRESFOR) to have school assigned to COMNAVRESFOR for command and support.

1988 ~ In August, RADM Smith, COMNAVRESFOR, placed the Management School under operational control of Commander, Naval Surface Reserve Force (COMNAVSURFRESFOR) and administrative control of Commanding Officer, Naval Support Activity, New Orleans, La. (NAVSUPPACT NOLA).

1992 ~ COMNAVRESFOR 1500.11 assigns COMNAVSURFRESFOR as Training Support Authority (TSA) for the management of the school.

1993 ~ Memorandum of Understanding (MOU) signed between COMNAVSURFRESFOR and NAVSUPPACT for support/control of the school. Per the MOU, the school would function administratively and operationally as a department under COMNAVSURFRESFOR (Code 33).

1994 ~ COMNAVRESFOR letter 1500 Ser 00/00856, dated 3 Nov 94, directed the Management School to report directly to COMNAVRESFOR (OIC assigned SA code N007).

1995 ~ COMNAVRESFORINST 1550.11 assigned a Tri-Staffs oversight committee to review Management School courseware and instructional materials.

1996 ~ On 1 June, the Management School Detachment was disestablished. Stood up an Echelon III command, the Naval Reserve Professional Development Center (NAVRESPRODEVCEN).

2000 ~ In September, NAVRESPRODEVCEN moved into the 2nd deck of the F. Edward Hebert Tower Bldg. H-100. Stood up the Naval Reserve Information Systems Administrator course.

2001 ~ On 12 March, the first four and one-half months of Distance Learning and Computer Based Training modules and the first Naval Reserve Senior Enlisted Academy Non-Resident Course (Pilot course) were conducted, with the first two-week onboard learning phase taking place in August.

Six Facilitator billets assigned for two courses of 60 students, to be conducted twice per year. In October, the Leadership Training Continuum was stood up at NAVRESPRODEVCEN. The first cadre of facilitators were trained at Naval Amphibious Base, Little Creek, Va., from 11 June through 27 July.

2002 ~ In early 2002, the Naval Reserve Pre-Mobilization Training (NRPMT) curriculum/course was stood up in response to the 11 September 2001 terrorist attacks and the desirability of accelerating the pace of the Initial Active Duty Training of Reservists assigned to the Non-Prior Service Accession Course (NPSAC) Program. In May, the New Order Writing System (NOWS) curriculum/course was stood up in response to changes and improvements in Naval Reserve Order Writing policy and procedures. In September 2002, discontinued Reserve Training Administration Course of Instruction and began the process of standing up Training Department Operations Course based on results of field survey addressing the 16 most-desired training topics. Prospective Commanding Officer Course was renamed Reserve Center Commanding Officer. Developed and implemented Customer Service Training for the entire Naval -Reserve Force. Coordinated a Project Team and Work Breakdown Structure that drove the -integration of customer service training in NAVRESPRODEVCEN courses. Project -Management Curriculum stood up at NAVRESPRODEVCEN that served all Greater New Orleans Area commands. Several officers and senior enlisted personnel completed the seven courses in the curriculum and attained their Master’s Certifications in Project Management from George Washington University.
