If you are transitioning into the New Orleans area, remember, the more you plan in advance, the easier the move. The next few pages of this publication offer some suggestions and information geared to make your transition go smoother. The Fleet and Family Support Center, 678-2647, Navy Family Housing Office, 678-2224, and the Household Goods Office, 678-2214 are all available to assist your move into the area.

Vehicle Registration
All vehicles onboard Naval Air Station Joint Reserve Base (NAS JRB) New Orleans and Naval Support Activity (NSA) must be properly registered with the Security Department. All vehicles must either have a Department of Defense decal (DD form 2220), visitor or temporary pass to enter the installation. All vehicles must have valid state vehicle registration and valid proof of automobile insurance in order to receive a base decal or vehicle pass. All drivers must have a valid driver license in their possession while operating a motor vehicle onboard the base.

Base Driving Regulations
The speed limit onboard NAS JRB New Orleans is 30 mph, unless posted otherwise. All family base housing is 10 mph and speed limits through alleyways between housing units are 5 mph. Speed limits on NSA are generally 20 mph unless otherwise listed. All speed limits are strictly enforced. Louisiana state law and the Department of the Navy require the use of seatbelts at all times while operating or riding in a vehicle. State law mandates the use of a child safety seat for children 4 years old and younger or 40 lbs or less. All Louisiana state traffic laws are enforced onboard area military installations. The bases operate on a point system for traffic citations. An accumulation of 12 points within a 12-month period could result in the suspension or revocation of base driving privileges.

Motorcycle operators must have proof of completing a Motorcycle Safety Foundation approved course before being permitted to operate a motorcycle onboard base. Motorcycles and motorcycle operators must meet the requirements of OPNAVINST 5100.12G as it pertains to required safety equipment and attire. Proper attire includes the following equipment: a Department of Transportation approved helmet (or better); impact resistant goggles or full face shield covering the eyes; long sleeved shirt and long pants; full fingered motorcycle gloves; sturdy footwear (over-the-ankle shoes or boots are highly recommended); and brightly -colored or contrasting vest or jacket. Reflective materials must be worn when riding a motorcycle at night. “Beanie” helmets are not authorized.

Firearms Registration
People living in bachelor quarters or -temporary lodging facilities must register privately owned weapons with Base Security. Security will have them stored at the main armory facility on base.

You can check out your weapons temporarily, but they must be returned for storage within 72 hours unless you’re going on temporary duty or have written permission from Commanding Officer.

Base housing residents may keep their privately owned weapons in their quarters but you must first register them with Base Security.

Concealed weapon permits issued by civil authorities are not valid on NAS JRB or NSA New Orleans.

Transportation of weapons and ammunition is not authorized on base unless the weapon is already registered and you are taking it to your residence or the armory for storage. During hunting season weapons may be transported to the hunting area (weapon must still be registered with Base Security).

All weapons must be under the control of a person 21 years old or older, and must not be left unattended at any time.
